Actually, upon closer inspection, the artist did title the piece "Mio and Yomi?" (澪と黄泉?), so I'll leave the Mio tag in.

I believe that's exactly the point. I still want to know who'd be the Kagura in this sort of crossover though. :P

Looks wise Yui would probably be the closest match to Kagura. I think.
