Actually no it has all to do with it.

The form he has is just the form he took after ascending as an Archon.

He even says outright that his Gnosis holds the bulk of his power's.

The bulk of his powers over winds, that is. His current form is essentially a solidification of element particles, just like a slime, so unless he spent all of those particles, Venti will remain as tone-deaf bard and not a seelie.

That's why I said the bulk not all of it.

As both Honkai and Genshin player I'd say Honkai Bella would be the best dragon well... Bella and Kurikara
