Well, she is supposed to be an alternate "what if she reached the height of her skill as an adult" version of Okita (already a saber face), but a counter guardian thus Emiya's color scheme (I know there are exceptions, but most recognisable Counter Guardians should have that color scheme, ie. dark skin and pale hair). From my point of view that design makes perfect sense
