On a subject tangential to this comic, IIRC real-life jockeys and trainers (and JRA staff and sponsors) aren't allowed to bet on horses in JRA races. They can bet on regional (AKA non-JRA) races (if they aren't also involved), and this also applies in the opposite direction.

Horse owners can bet on whatever they want though. Their own horses, against their own horses, any combination of funny bets—all are allowed.
