Well even though it doesn't confirm anything, on touhou wiki they're going with tiger youkai. I could see her being a Raijin though.

On second thought, on the touhou wiki page of Shou farther down, the paragraph that's translated from japanese seems to explain things well enough.
Is that a sigh of irritation/belittling or you're tired? Either way it was a simple misunderstanding on my part so you shouldn't be too annoyed by it. Speaking on her basis, I never did though of her as Raijin. Maybe the lack of drums and electric based spells is what tipped my off.
Well, if it helps any, she claims to be an avatar of Bishamonten. The spear and lantern (Bishamonten's tools) do lend weight to this. The lotus on her head is something of a symbol of enlightenment in Buddhist tradition.
