I'm fairly certain that's a map of the Holy Roman Empire in the late 18th/early 19th century.

It seems to be her successor, the German Confederation. Compared to the late Holy Roman Empire it's missing the Austrian Netherlands and possibly other things.

East Prussia isn't included in the late Holy Roman Empire either, but I had thought the very late Holy Roman Empire lacked the Austrian Netherlands too (before also losing the Rhineland to Napoleon, and then ultimately being dissolved). However, looking at it, it does appear to be the German Confederation.
