Not sure, but I found some pictures of her with that hairstyle, and couldnt find any other similar toloveru character.

That's probably right, it says キョーコ (Kyoko slightly mispelled, should be キョウコ according to Wikipedia) in the bottom-right text box.

But then, comparing with the japanese Wikipedia, it seems the english Wikipedia article is pretty messed up there. キリサキ・キョウコ is the Black Cat character, and the To-loveRU character is 霧崎 恭子 (Kirisaki Kyouko). Her TV persona is spelled キョーコ however. Man this is confusing.
