Thats a possibility, but I'm gonna stick with Reimu. Considering this artist and their version of the touhou cast, Reimu is more likely to have done this. Tewi probably knew, but decided to just keep quiet and watch the fireworks
I would guess that Tewi was taking bets, actually, from interested-but-offscreen people. Nobody would have bet on the long-shot "team of Chen and Koakuma" proposition, so all the money gets taken by the house -- and Reimu had _better_ get her cut, right?
