    Honestly I could see her as a safe class.
    For all her psycho fandom reputation she states in EoSD that "I've only ever seen humans in the form of a drink." and "I couldn't have done anything. I haven't gone out even once in the past 495 years." so she has probably never harmed a human herself. She is also a chronic shut in and the foundation will have no issues "feeding" her a humanitarian diet off their D-menu.
    In addition to whatever hard counter measures they'd have, rain and sunlight generators, garlic gas or whatever, they'll probably just let her walk about area's of the facility and talk to people and if she has the rare outburst they can keep her entertained via modern media or throwing the odd dangerous anomaly at her to beat up. In other words bend not break, if she isn't too bored or feel too confined she'll willingly return to her basement holding cell because in the end she is just a major hikkimori.
    Flandre is fairly reasonable to deal with for someone so powerful. Repair cost will be high though.

    She's more likely to be a Euclid, due to the inherent unpredictability present in an SCP that can think on its own.

    Yeah, she's a Euclid. She can ravage the planet if she wanted to, but she's easily kept placated in the Scarlet Devil Mansion's basement.

    The SCP wiki has been attempting to make a distinction between containment classes and actual threat levels the objects pose if they breach containment. The object/containment class is a measure of how hard it is to keep the object contained and what resources they have to sink into containment procedures beyond the standard nuclear/chemical/biological/memetic/physical safeguards assumed for all objects. One could make an argument for Keter designation on the basis that she can destroy absolutely anything (including containment), even if she isn't an active threat due to being a shut-in. She does, however, still possess vampire weaknesses, which are nothing compared to the lengths the Foundation has to go to to contain some objects, and she can be placated by bringing her food and toys every once in a while, as well as perhaps assigning a psychological team to help keep her stable. Her power also requires some focus to use, meaning she can be caught unaware and killed while charging it up.

    Another thing the Foundation does in regards to containing objects is the last word of their motto, Protect. In addition to keeping these objects to safeguard humanity, they also aim to protect the objects themselves from outside threats. In Flandre's case, she'd be a high-priority target for the Global Occult Coalition, who would either try to kill her for being too dangerous to live, or use her to aid in their quest to destroy other anomalies.

    SCP-239 literally has the ability to do whatever she wants, she could just outright wish for Flandre to not exist. Furthermore her self-preservation virtually makes her invincible. It's basically a Outerverse lvl vs a Universal lvl, Flandre is simply not winning that one.

    Also, if the events of Cheating Detective were any clue, the closest thing I'm pinning her on would be, in GOC's word, a Phase 3 Type Green (a reality bender who accepts their power, knows its limits, and actively tries to be responsible on its usage). And just in case she's gone to the deep end, according to the GOC's training materials (anything in 'translator's note' mine),
