I first started using internet when we had a nice 11mbps connection, so I had no experience with 56k, but sometimes our internet would completely shit out and it took 5 minutes to load a webpage, or just stop working entirely.

Nah, it should be like it's 99.9999% completed to make the what you downloaded into a Windows' file. I blame those "Download verification" for it. Still happens to me though. 100%, "Failed to verify downloads".
