All but one of these (Cirno) I know came from a MUGEN character. In fact, the bases of Hei Meiling and Psysalis are themselves MUGEN originals (Gustav Munchausen & Psyqhical, respectively).

あ、そう言えば原作KOFEX2での綴りは「Gustav」なんですよね。
MUGENではDEFの"Name"もファイル名も「Gustab」になってます。
