They are not paired out of the blue but because of their similar, intertwining qualities and the ironies attached to them. Both of them are idealistic and kind. Ky suffered because of Gears while Dizzy suffered because of humans but they are able to forgive the other. You have to remember that it was Ky who rescued Dizzy from the grove and entrusted her to Johhny. And from the dialogue in AC Plus, you can see how Ky thinks of Gears: he has changed and got angry when Dizzy was called "a weapon." In the drama CD's, he himself called them weapons.
And it's not barely implied! It's so heavily implied to the point that some fans, shippers or not, accept it to be canon. 1. Ky's wife is 8 years old 2. She's the daughter of Justice 3. She has wings and a tail in the artbook 4. The 10th Memorial Book's character relationship chart links Ky and Dizzy with a heart. It's unique among the others.
If the pairings is dumb for you I don't care, it's more hated than loved anyway... for now ^_^ But it's not nonsensical ^_^

You seem to care a lot, actually, considering you go on a loooooooooooooooooooooooong tirade about how the relationship makes sense. Which it doesn't, because Ky and Dizzy are so ridiculously unrelated otherwise the few implications in the material seem like afterthoughts put in by some idiot dead set on having a great big romantic plot tumor. You know, I usually hope the creator ignores their fans and just does what they want to do with the story, since if they don't you end up with piles of shit like Naruto, but for the love of God you’re doing something wrong when most all your fans collectively facepalm at some POSSIBLE aspect of your story at the slightest hint of its implied existence. Somebody abort this pairing ASAP.
That or Daisuke is trolling us and it'll be somebody entirely different. Dear lord I hope so.

What do you think will happen if Daisuke will outright said "Hey, everybody! I made Dizzy fall for Ky! And they are a Couple now!".
Good Gosh! If that happened, NO ONE will buy the previous Guilty Gear Games, anymore.
Of course, curious peoples will want to know, "Eh? How did Dizzy fall for Ky? How did they end up together? I must know!"
In that scenario, a person will buy the previous games in order to know the answer.
