She fell into water (or some other liquid), the other side has some sort of Styrofoam cubes, like seen in some gameshows. It's a joke about her being another flat girl from Azling, but she jumped through the big boob wall in denial/desperation.

I only just now realized that all these recurring characters are drawn by the same artist. That's a lot of layers for someone that's not all that familiar with the original Arknights character designers.
Does that mean we're gonna see Irene as a regular from now on?
It's actually a bit funny. Absinthe and Robin were not originally well-endowed. Both were in the B/C-cup range at best on a good day, but it's true that everyone else - in fact, most of the series - is not exactly carrying much. As such, fan artists widened the comparison.
The funny part comes in when you compare Absinthe's character art and release official art to her most official recent images. She's gone up like two sizes and even in a chibi image it became a prominent feature. The fanart has influenced the actual design.
