I would disagree with this. The body proportions used bump it down a notch or two on the artistic scale, as it's clearly not being done for the absurdism.

Artistic merit is relative. It can't be good "regardless of your tastes", because only one's individual taste could make something like this enjoyable.

From the POV of someone who appreciates a sense of balance and proportion in art, this image is horrible.

Though certainly absurd compared to reality I've never thought of exaggerated comic art to be anything other than characture. With almost no exceptions, all comics, cartoons, anime, manga, doujin and the like do the same thing: exaggerate aspects of the human form and/or face things for the purposes of dramatic emphasis. It's endlessly humorous to see people mention "realistic" on imageboards like this.
