The guy in the battle armor is supposed to have the Cyborg perk by judging from the artificial limbs?

I'd wager so. I can't figure out what weapon she has on her back though. Evil guy has a deathclaw gauntlet and what I assume is a sheiskabob

It's the Chinese Assault Rifle, judging by the stock.
Evil guy also seems to wear a Powerfist on his right hand.
