Well, Gensokyo is the place where things that are forgotten by the outside world end up, such as yokai, extinct plant species, etc. I haven't seen a charmander in the new pokemon games, and it should be obvious being a Touhou fan, I've already lost most of my common sense. Things like this pic just don't surprise me anymore.

I don't think the artist thought so deep about it. Mokou = phoenix (fire) + charmander (fire).
