The US is a fuster cluck of state laws that range from something like 16 to 18, with the federal law being 18. So federally you're still screwed, but on some local levels a 16 year old wouldn't result in prosecution, similar to weed laws. Japan is the opposite. Their federal government has it set to something like 13 (which is why they have such a bad rep), but every municipal government has it set to 18 at least, minus one nowhere town I think.
