Houshou here is actually in a sort of secret police using her original name: "Tappi".
She took the admiral away, just as he was going to "punish" Katsuragi with hands already on her neck, on the charge of abusing shipgirls.
Then, this here is the phone call after admiral was put to trial and got his discharge from the Navy.
He sent a letter to Katsuragi to inform her of it and, even after a lot of things happened, she still thought that he was needed so him being taken away was a lot to take.
Thus, receiving the letter, calls Houshou in Headquarters to ask about how Houshou totally betrayed the whole base.

And this is only in the middle of the novel.
