She must be one of those mighty pirates that were mentioned casually in the Impel Down arc: San Juan Wolf, Caterina Devon and Busco Shot. Caterina, I guess
It's definitely Catalina Devon...She and two of the other new pirates match the names and descriptions given by Ivankov. However, I have a theory that makes this pic weird...Catalina Devon is actually Catalina D. Von and she's Blackbeard's mother! :O

Interesting theory, she does resemble Teach, they are both huge, have the same crooked nose and hair, and to top it off they wear the same kind of pearl necklace, i can expect anything from Oda, anything goes with him.
