Yeah I think people theorized she was supposed to be Otto originally but got booted from the event last minute or something. They were probably gonna add another sub but instead they opted to just use that mystery sub's art for Otto which is probably why she doesn't really look like a destroyer in-game.

My theory is that she is supposed to be an Elite ship for the current gacha event. Noticed that there's no Elite ship in the gacha pool. Somehow, the developer scrap that idea, even though they already commissioned many artists to draw her. Maybe... They save it for future events or the re-run several years later.
