Don't tag yourself as the artist unless you actually made the picture. Even then, do not upload your own art; people are heavily biased in their own work.

err.listen to the person mate,If you made the fanart yourself(meaning:you done the whole thing from sketch to coloring to finalization),its ok to submit it,however unless its really,trully good,itll most likely get deleted in few days. (but hint:danbooru doesnt look too kindly on art that you made yourself)
this guy however,only extract the existing clip of an cartoon,and anybody can do that.Therefore he doesnt deserve to tag himself as the Artist.

Your notion of good, like everyone else's, is subjective. As such others may not agree with you, as in this case I do not. Also this is toon, a ToS violation, so whether it was good or not wouldn't really matter. Further, there is no "no pornography" rule. As regards pornographic images, our main concern regarding them is quality. You've been here long enough to read the ToS. If you haven't yet, I suggest you take some time out to do so now. In fact, even if you have before you may want to give yourself a refresher.
