I don't *think* this is the artist, maybe just a guy who likes his work. This link goes to arca, a KR forum essentially. And this is a post in the monster musume channel so that's the theme.
I did click the uploaders username to see recent posts and double check if this is them and I do see some more art in a similar style to this laplus pic. But I also see some drama with a dakimakura art that is also in a similar style that is also a commission. However, I can't quite seem to interpret the situation well enough to tell if he is the one who commissioned or drew it, while armed only with Google translate

You mean Nagoya_shoi? If so, sorry to disappoint but the present pixiv name is "なごや しょーい", or Nagoya Shoi. Odds seem unlikely they'd be a simple fan. If you meant the link full of monster girl stuff, I didn't mean to imply that page had works posted by the author themselves. My apologies for the confusion.
