No matter how many times ZUN draws her with a small chest, fan artists will still give her a huge chest.
I mean her sprite in the game actually shows her having a large chest, especially her " pose " sprite, so it seems ZUN intended for Saki to have a large chest. ( I know the sprite wasn't entirely made by him but I think he at least supervises a little bit).

honestly, i think that a sprite not made by ZUN does not serve as a proof. on the contrary, there is already a precedent, Byakuren, remember when Byakuren came out in the fighting games, she had large breasts and bounced, ZUN said he did deslike that very much. sure, it's possible that ZUN changed his mind and all, but I don't think this is the case, I mean, with Urumi, Nemuno and Wakasagihime it was more evident. in this case... it does not seem very obvious, also, if we test the sprites before the portraits, we have other inconsistencies such as the ribbons on Rin's leg.
TL:DR: (for me) seems more inconsistent than intentional on ZUN's part.

History suggests ZUN supervises very little, actually. He rarely seems to enforce any kind of consistency on anything not drawn by him, resulting in canon material differing wildly depending on the artist. ZUN has shown in the past he knows how to draw breasts, if he wanted Saki to be chesty I don't think he would have drawn her basically flat multiple times in a row.
He just doesn't care how everyone else draws the characters, as long as there's no repeat of "super bouncy Byakuren"
