I'm not sure if those are supposed to be high-heeled thigh-high boots or high-heeled shoes with black leggings. Artist tags don't help.

Pretty much all of the official and fan art since the PSP remake shows them to be thigh-high boots, so without any evidence otherwise I'd say that's what they are.
