It wouldn't be a genderswap of Tochiro from Gun Frontier, because that character did not wear a gun. It's probably not a genderswap of Tochiro from Space Pirate Captain Harlock, because Tochiro would have glasses.
What that is, is a genderswap of Tetsuro from Galexy Express 999. Tetsuro does dress a lot like Tochiro, and indeed carries Tochiro's old Cosmo Dragoon pistol, which you can see in the picture.
They're all characters by Leiji Matsumoto, so it's an honest mistake.
