In the comic, apparently her ghost tail is part of her outfit, 'cause she has legs once she changes out of it at the bathhouse.

Naw. The legs were there only to tease Yuuka. Basically an impersonation of how Yuuka lost her match. The teasing lead to this fight. The entire rest of the series Mima's got her ghost tail.
