Clueless means other people are doing/saying things that the older characters find suggestive (eg EVERY DAMN TIME Mystia mentions chinchin, an older character thinks she's talking about penis). The characters who're older are getting flustered or embarrassed by the things the younger characters say.

That isn't a rule at all, he's just the only humanoid male that has been shown in the series. There are plenty of men in Gensokyo, there have even been quite a few more that have been mentioned.
As for the pool, the joke is that for all we know every touhou except for maybe Suwako is a virgin, and most of the "mature" touhou characters are thousands of years old. So the joke is that they are basicly thousand year old virgins. The younger characters aren't involved because they're either too innocent or oblivious, or just more comfortable being virgins due to their youth.
