At a glance, it says something about Ho Chi Minh (I believe it may be praising him). My dad got pissed when I asked him for help translating.

Sorry, I was going by the old Danbooru ruleset from howto:upload which specifically stated "Uploading One's Own Art is Sacrilege".
But it seems that rule has been removed in the recent years from the last time I check, so my apology for not being up to date
