I am of the opinion that "leg lift" and "kicking" are mutually exclusive. The former is purely for stretching and/or exercise, whereas the latter is specifically an attack movement. The motion blur in this image indicates lateral movement as appropriate to a roundhouse kick, IMHO...

I think "leg lift" can also be used to give someone a nice view.
