The proper term for what she is wearing is a bustier. If you are being strict in definitions a corset does not cover the breasts, ending just below them and bodice is a catch all tern for the part of any garment that covers (even partly) the breasts. (I'm not even going to try to get into things like corselettes, cinches, etc.)
