I am personally skeptical of the validity of calling what amounts to a "belt" of cloth a "shirt", but it seems that tops like this that aren't so super-cropped are tagged as off-shoulder shirt. If anyone knows a better tag for this kind of top, do swap it in place of the shirt tags.

There are shirts like this, but most of them have a tubetop under the frill, since you know, breasts and no bra.

Isn't that just a tube top with the upper edge being frilled and connected to otherwise detached sleeves with extra strips?

Clarification from a reliable source that directly asked the artist: It's supposed to be "a single strip of cloth wrapping around", rather than a conventional bandeau that just happens to be connected to what are otherwise detached sleeves.
