There used to be a TV program called "行列のできる法律相談所(Gyouretsu no Dekiru Houritsu Soudan Jimusho)."
The third bubble refers to this TV program.
The fourth bubble is surprised that she knows about the old Japanese TV program.
That program has continued under a different name, but it doesn't seem to be as popular as it once was, so I don't think I'm wrong in this interpretation.
