Context: I googled 嘲諷妖精 (Taunt Fairy) and found a preview for this, reverse image searched that, found this, reverse image searched this, and the earliest iteration I could find was at this forum.

I've tried to crop it, as well as remove the background, but there were no results in any reverse image searchers to indicate who might've drawn this- or if it ever existed outside of this fake screenshot. Maybe OP is the artist?
