    To Kefka's credit he obtained the power of three statues that controlled all magic on the planet, took over and ravaged the world for a year unhindered in such ways that the face of the planet was reshaped and he could send death rays from the sky.

    And to the heroes' credit, they beat that.

    And all Sephiroth did was summon a giant rock to land on Midgar. At the rate that it moved, I doubt it would have done much in the way of global damage. Then again, that wasn't the real Sephiroth, since you only actually see the real Sephiroth about three times, during the course of the game. Really. All the other times is just JENOVA.

    Except that Sephiroth was in total control of Jenova. This is regardless of its effect on Sephiroth's psyche, mind, but the former has been definitely confirmed. Also, that motion was not meant to cause global damage, but to cause damage to the planet's life force, forcing it to gather together (to heal the "wound"/crater) so he could absorb it into himself.

    From what I heard, the only two times you see the real Sephiroth are when Cloud gives him the Black Materia and when you fight the One-Winged Angel at the end. All the rest was basically JENOVA disguised as Sephiroth. I guess maybe the Nibelheim incident, too. But that's just what I heard. It makes some sense, to me.

    Sephiroth's plan only made it to the 2nd stage before he was defeated.

    Stage 1 was obtain the Black Materia.

    Stage 2 was deliever the Materia to the Northern Creator, the only place in the world where Meteor could be summoned.

    Stage 3 was when Meteor actually hit and wounded the planet to a sufficient extent that would allow him to take full control over the Lifestream.

    In the intermediate stage between 2 and 3 he took control of the Weapons and used them to fight off his enemies while also blocking Holy, which Aeris died in order to summon (because there was no other way for her to reach the planet/Lifestream).

    Sephiroth had a plan and it almost worked, but the combined efforts of Shinra and Avalaunche stopped him.

    Kefka meanwhile just did whatever he wanted while following Ghestahl's order, until even he had had enough of Kefka and tried to kill him. He was at the right place at the right time in order to obtain ultimate power and he only had a string of failures and defeats despite being backed up by the Imperal army. And even later when he was a god, he still got his ass beat.

    He was a good villian, but he was no General Leo.
