Gee there must be a translation error. Unless "force" means something else, the whole point of the show was that superior overwhelming firepower and leet hax magic particles can keep the peace well enough.
There's no translation error. The Japanese are just savvy enough to realize that pacifists can't actually affect the world at large unless they've got someone willing to bloody their hands for them. That's the truth, here, like it or not.
