Honestly outside of Forgotten Realms and Greyhawk, quite a few D&D/d20/Pathfinder 1e/D&D 5e campaign settings have dark elves that aren't just matriarchal spider worshippers.
Like Scarred Lands' dark elves live in a mobile city that moves about underground, worship a god encased in a lead golem, and used to have close relations with the main continent's dwarves before the dwarves fucked up, and retreated during a battle that led to their dark elf allies getting fucked over.
And now they're xenophobes.
Hell Eberron's drow are pretty damn different to Forgotten Realms/Greyhawk's drow.
Though honestly, I do think Western dark elves are genuinely more interesting than Eastern dark elves.
