This image is related to 'The Defection of Lieutenant Belenko,' an incident that took place during the Cold War era on September 6, 1976 when USSR military official Viktor Ivanovich Belenko flew his MiG-25P fighter to Hakodate, Japan in an attempt to defect from the Soviet Union.

Can I visit you again when the Cold War has finished?
Goodbye citizens of Hakodate and sorry for all the trouble! The MiG-25 was disassembled, loaded onto a US Air Force C-5A Galaxy, and flown to Hyakuri Air Base in Ibaraki Prefecture on September 24. On the occasion this banner was strung up around the fuselage.
