The youtube video description says it is indeed made with Blender, and there is indeed a way to trace animation from video, kinda like rotoscoping. I'm no expert but as far as I know it seems to be mostly a manual process, might not be as impressive as doing it completely from scratch but it still seems like a lot of work.

Probably explains why there isn't a greater abundance of meme videos re-animated in Blender.
