quite simple really, Mica usually does not release new characters with their complete bond levels because they're usually under translation, on CN's case its due to them being actually written. imo, its just lazy dev from Mica as they could just translate the whole thing and let oath be available right after the doll gets released. the same "not available" oath happened to Wa-2000 (macchiato). nobody said anything about that. the art post is prob just making fun of that. never the less. i've not much interest on dayan so if she did indeed give out a ring it wasnt gonna go to her either way. lmfao.
