The white clothes are actually the "underwear" under her blue clothes, so it isn't really no_panties, but I wonder if those under-kimono kimonos have a name.
Whether they're undergarments or not, they still aren't panties or otherwise similar enough to exclude the tag, like say bloomers. A chemise would receive the same treatment if worn without panties.
