I wonder if Flandre's point might actually be that Hitoshi usually tries for something cheap--meaning that he undershot the minimum for a place that would take the time to do boat-wrap well.

If anyone would be concerned about cost, it'd be Wife!Sanae. If anything it'd be a mix of over-excitement, falling for a tourist trap, and/or other factors.

Funny enough, this comes up again in the Hong Kong arc. Kogasa wants as cheap as possible, so they ended at Hotel Moscow.
