Well this is inside the dreams [Note the heavy black border a few pages back] that are haunting her. If anything its her own self-doubt that is manifesting in these dreams. Reimu in her dreams was her fear that she'll always be second best. Eternally playing catchup to the point that she'll not be able to go and solve incidents by herself.

This one goes after her own insecurity as a spellcaster. Having it being Patchouli is only fitting to be that representation. Her most known spell (Master Spark) isn't hers and she knows it. Fears of her own spells always being inferior to what she stole manifests here.

Inferiority complex. The prideful always have this.
