I think i'ts referring to they're danmaku pattern Sakuya Reisen and not sure about Reimu has danmaku that are unique and can be considered cheating with the unusual patterns (Sakuya) while team blue are trap type danmaku with Sanae's stars and Youmu's trapping danmaku and Marisa's spell cards like milky way

I think it's just their eye colors... which would make Sakuya a double agent....

Well, then Youmu would be one too.

Going by the eye colors Reimu is a double agent as well in Iamp she has blue eyes and also Marisa in SoEW her eyes are red

so the only ones that aren't are Reisen and Sanae then...

I think it's safe to assume that the colors are just (not completely) random then

Or you could safely say Sanae is yet to fall into the multiple eye color work of Zun like the rest.I'm pretty sure Reisen will not get an eye color change with her Lunatic red eyes theme going on.

do note that I was actually referring to the fact that Sakuya switches in the middle of battle while the other's are just differed by the artist's reference

And today, Reisen joins the Playable Command.

Actually sakuya is in team blue cause she wears blue shirt and has blue eyes
