Kansas is a real ship design and is laid down in 1917. The design was later improved from the South Dakota 1920 Super Dreadnoughts; they were paused due to the Battle of Jutland and cancelled few years later.
And yes, this is the Successor of the Colorado-Class Battleships, Kansas is planned to be a Heavier, Bulkier and a bit slower than Colorado but thanks to its Vermont type Acceleration engine (Max 23 knots), she can quite take a punch.

The South Dakota class was laid down in 1920/21, but none of the 6 ships were named Kansas. They were also designed to be faster than the Colorados, not slower - 23 knots to the Colorados' 21.

It's really a South Dakota class (1920) and the reason why she is called Kansas is because...all ships of this cancelled class share the name with a way more popular historical ship and WG doesn't want to give the same name to two different ship. The only one not taken was Montana, but again the canceled Montana-class is way more popular than a bit faster colorado with triple turrets.
