Based on the wiki translation of the character's profile, it's a she.

The wiki also has the original Japanese profile. The Japanese profile uses '彼女', or kanojo.

It's not a "he", shou was based off bishamonten, but she is not a guy. The same applies for miko.

And if she was really a guy, she'd not wear female clothes, unless if it's a trap.

The same applies to Suika (based on Shuten Douji) and Kasen (probably based on Ibaraki Douji) both of whom are male oni. And several others, I believe. Satori is originally a monkey youkai, for instance.

Satori is a satori, though they do resemble monkeys to some extent.
