Yukari was not the EX boss of PCB, Ran (a nine-tailed fox) was. Yukari is the first and only Phantasm boss in all of Touhou.
Mokou is not a Lunarian, she is human. She took the Hourai Elixir and she uses fire magic but she has no real connection to phoenixes beyond a theme for her fire magic.
Koishi can't even read minds (she lost that power when she closed her third eye), let alone see through people's souls, not even Satori can do that.
Nue is a nue (like Satori her given name is the same name as her species), a shape-shifting Chimera-like monster.
That said, I agree with your sentiment. Not only EX Bosses but also the final bosses have been seemingly getting weaker with each iteration after PoFV. We went from: A fate-manipulating vampire to... the queen of ghosts (with instant-death hax) to... the unkillable princess of the moon to (whose servant could trap the Earth in a jar) to... a loli-oni that could shatter the moon to... the judge of the dead (who Yukari admitted could spank her, Reimu, and Yuyuko combined) to... an overconfident mountain goddess who couldn't hack it in the real world to... a spoiled brat who got bored of living in heaven to... a walking nuke whose even dumber than Cirno to... Youkai Jesus who didn't even really want to fight to... a Taoist "saint" who got pissed when someone built a Buddhist Temple over her grave.

Actually, the Final bosses were getting weaker after Mystic Square, Since it went from: A goddess of creation who lost her temper and leveled her own world, to a loli vampire that manipulates fate.
And the ex-bosses were getting weaker by lotus land story, since it went form a goddess of dreams to a loli witch of death and so on...
