Can't remember where I read it, but it seems it is not wise to fly in the Forest of Magic.

Wasn't she unable to use her power at the river? It means that somehow, her power is lost or not usable. So, what's wrong with not flying?

It was because she was soaked by water (not that it makes sense anyway, since it wasn't running water anymore after it effectively stopped "flowing" by soaking her), not because she lost her abilities.
