Now that Murakumo and even Fubuki have kai ni, it seems a bit silly that they're skimping on Inazuma.

Well, maybe they want to get Sazanami and Samidare in with kai ni first because Inazuma is so popular that nobody will pick anyone else if she gets a kai ni first...

As long as she does actually get hers, I am completely okay with Inazuma getting it last. (not that I'm encouraging them to actually do that, mind you)

Not so sure about Inazuma's line, but yeah it's about her being pissed off for not getting Kai-ni even though she's the starter ship.
