Looks to me like a cookie cutter shark tried to take a bite out of her hull.

It's the dome for her Sonar module. Submarines "see" underwater using sonar almost exclusively. So if you disable her sonar, she's effectively blind.

Aoba here just puts her hands on the sonar dome and Iyo's playing along.
