Actually Jo'on's ability is to cause consumption of financial assets, in other words the complete opposite of what Reimu might want to take, and is instead demanding her to pay back what she took in this image.

Since I’ve dug myself into Persona 5 lore,

This would be a perfect match for Kunikazu/Kaneshiro. Can they even spend enough to go broke?

Good thing(?) that she has none to spend from the start?

I am not too well versed with those characters lore and abilities but isn't Jo'on teh a better choice for Reimu then her sister , in the short run at least ? i mean with her , she can get a satisfaction for actually having money and spend them on whatever she would want. imo

The way they've been described. The Yorigami Sisters should be considered the arch-enemies of Reimu Hakurei.
